SUMMARY
Keep dialogs floating when floating panel is turn on, even when a window is maximized.

STEPS TO REPRODUCE
1. Turn on floating panel.
2. Maximize a window.
3. Dialogs stop floating.

OBSERVED RESULT
Dialogs stop floating.

EXPECTED RESULT
Dialogs keep floating.

This will be possible in Plasma 6.4 with the new "Floating: Applets only" setting. With this setting, the panel never floats but the applet pop-ups always float, even when there's a maximized window.
