GPU wattage reduced to half while in-game

SUMMARY
At a random moment (or at system resume), the wattage of the discreet GPU gets halved. This severely reduces performance at graphically demanding games that otherwise would run fine.

STEPS TO REPRODUCE
1. Play a graphically demanding game

OBSERVED RESULT
The GPU wattage gets reduced to half and gaming performance is severely lowered.

EXPECTED RESULT
The GPU wattage doesn't get reduced and is working at the intended power.

ADDITIONAL INFORMATION
Current workaround is to suspend the computer and resume from it.

Moving to KWin since it's not a Plasma issue. It may ultimately be a GPU driver issue, but I'll let KWin devs handle it from here.
