Hello,

I'm unable to find Spectacle change log anywhere.

- Debian changelog (https://metadata.ftp-master.debian.org/changelogs//main/k/kde-spectacle/kde-spectacle_6.3.0-1_changelog) reports only debian-related changes, without displaying the upstream changes;
- There's no CHANGELOG file on the GitLab server (https://invent.kde.org/graphics/spectacle), there's no information in the Releases section, there's no description at the tags level as well;
- No information about changes can be found on the Github mirror either https://github.com/KDE/spectacle

How can I find the change log easily? Why is it needed to make it so inaccessible?

It would be nice if Discover showed changelogs.

You can't find it because there isn't one. :) 

In general KDE apps don't maintain detailed changelog files/metadata, though I agree with your implicit criticism that we should. However that's a policy matter rather than a technical matter, which means bugs.kde.org isn't the right place to discuss it. Appropriate places would include the kde-devel@kde.org mailing list and https://discuss.kde.org/c/development/10.
