SUMMARY
Every time I log into my PC, the kickoff menu is slightly larger than it was the previous login. I have been able to confirm this behavior in a VirtualBox installation of KDE neon. The issue only seems to happen when running an X11 session; Wayland does not appear to be affected.

STEPS TO REPRODUCE
1. Log into an X11 desktop session.
2. Resize the kickoff menu to its smallest size (or any other desired size?).
3. Log off and back in.

OBSERVED RESULT
The kickoff menu is slightly larger than it was when resized. Subsequent logins will grow the menu even larger. In all cases, the menu grows in both height and width. I am not sure if or when the growing stops. In VirtualBox, logins 4 and 5 were the same size, but not so on my desktop. I have attached screenshots of the first five logins after a menu resize for both my desktop PC and VirtualBox, both running the same OS.

EXPECTED RESULT
The kickoff menu should stay the same size between logins.

Tested with git-master X11 using the edge of a widget to keep track of the height of kickoff - not able to reproduce
Re-logged 5 times
I'll re-test with KDE Neon Testing later today

I'm also unable to reproduce this on KDE Neon Testing- Plasma 6.3.80
I *am* able to reproduce with KDE Neon User Edition

- Log out and log in about 5 times with Application Launcher at its default size (which is as small as it got, 537px, measured with KRuler)
- Set height of Application Launcher to 600px, re-log about 5 times

The panel did not change in size at all with each login on Neon Testing
It looks like this has been fixed. The bug should be fixed on your system in a near future update, probably 6.3.1. Please set this back to REOPENED if you still see the bug in that version of Plasma.

I am still seeing this bug as of Plasma 6.3.2, so I am re-opening.

I confirm this still happens in Neon User Ed with 6.3.2, as well as Neon Testing. I may have missed this before in Testing.
I can't reproduce it in git-master (verified using the top of a widget as a gridline, Solus)

I did further testing using Fedora 41 with Plasma 6.3.2 and couldn't reproduce there either, so this looks to be specific to Neon.
I'll let the Neon maintainers take it from here.

I realized that Fedora 41 doesn't offer an X11 session anymore, so I tested on OpenSuse Tumbleweed X11 6.3.2

I'm also encountering this issue, however it's on Fedora 42 KDE Plasma Desktop Edition on Wayland. 

My software versions are:

Operating System: Fedora Linux 42
KDE Plasma Version: 6.4.4
KDE Frameworks Version: 6.17.0
Qt Version: 6.9.1
Graphics Platform: Wayland
