SUMMARY
In the appearance tab (the one with themes, colors, etc.) there are two seperate tabs for the splash screen. There is a proper one which always was there, and a second one, appearing ever since Plasma 6.3. It is beneath the tab for sddm theme, has a lot blank themes, their names aren't in the system's language, it requires root password to apply changes (as opposed to the regular one) and it doesn't seem to change anything.

Can reproduce with `LANGUAGE=pl_PL systemsettings`.

In English, their names are:
- Splash Screen
- Boot Splash Screen

If the translations don't differentiate them correctly, it's a translation issue. Moving to the Polish translation team.

That's not the main problem. If you look at the attached image you can see there are two different tabs for splash screens, one of them feels like it shouldn't be there.

The fact that there are two splash screen pages is intentional, as there are two different kinds of splash screens, and each one is for configuring a different splash screen. In English, they have different titles so you can tell them apart. In your screenshot, they do not. That's the problem.
