SUMMARY
Seems like there is a bug that makes user installed cursors no longer work on KDE, i don't know if this has been an issue n prior versions of KDE, i only tried changing the cursor because of the gtk 4 giant cursor bug.
Interestingly if I install a cursor theme through the package manager or add it to the "/usr/share/icons" it shows up and works fine like the bibata cursor in the video.

STEPS TO REPRODUCE
1. Add a theme to ~/.local/share/icons or install it from the KDE cursor manager
2. Try to select it

OBSERVED RESULT
It will either not be there or look like breeze.

EXPECTED RESULT
The theme I selected is used

Thanks for the screen recording; it's very clear. Unfortunately I cannot reproduce the issue shown: newly installed cursor themes look correct to me, and don't either fail to show up or show a preview of the Breeze cursor theme.

As long as it doesn't affect KDE as a whole it doesn't matter, This bug has been affecting me for a couple of months, I only reported it after reading your blog post about not enough people submitting bug reports and I felt guilty about knowing about this bug for a while and submitting a bug report, but it turns out it's me only bug anyways xD.

The thing is, clearly there's a bug *somewhere*. The fact that I can't reproduce it as you can means there's some subtle difference in either how our systems are set up, or what we're doing.

We can re-open this if anyone ever manages to figure out a consistent way to reproduce it.
