SUMMARY
There is such error message when open kdeconnectd on Windows
kdeconnect.core: Error opening a port in range 1716 - 1764
kdeconnect.core: Could not query capabilities from notifications server

When share file from PC to phone, there is such error message
kdeconnect.core: CompositeUploadJob::startListening() - Error opening a port in range 1739 - 1764

STEPS TO REPRODUCE
1. use Kdeconnect windows version kdeconnect-kde-release_24.12-4769-windows-cl-msvc2022-x86_64.exe
2. pair succeeded
3. send file by tray icon 

OBSERVED RESULT
The shared file doesn't appear in the phone
Instead, an error message appears in the kdeconnectd log.

EXPECTED RESULT
The file appears in the phone.

And, share file from Android to this same PC doesn't work too.
