I checked with base breeze, and it still happens.
I have an AMD Radeon RX 460.

When freshly opening a dolphin window, the bug seems to not show it's head, but when i start screenrecording with spectacle, it starts acting up.

The outlines, not the vibrations happen without having to record, but they only appear when I hower over them with shake cursors enabled. Also note the corners turning black when first howering over the dialog.
