SUMMARY
I found pot files on the net and read "100% translated" in Russian
But when I run the program , I saw menu "tools", "document", "Playback" etc.

KDE unfortunately doesn't use modern online translation tools like Webplate, Transifex, etc, so these are very hard to fix.
If you have time to read tutorials and then use special tools you can contribute with the proper translations yourself.
There is a page here about it:
https://l10n.kde.org/
But this page looks very old and it talks about old things like SVN, so I'm not sure it's the right one.

In web site about translation see "fully translated", but it isn`t
