After downgrading KAlarm to the following versions
kalarm/noble 4:24.12.1-0zneon+24.04+noble+release+build13 amd64
kalarm/noble 4:24.12.0-0zneon+24.04+noble+release+build12 amd64
kalarm/noble 4:24.12.0-0zneon+24.04+noble+release+build11 amd64

then upgrading back to
kalarm/noble,now 4:24.12.1-0zneon+24.04+noble+release+build14 amd64 [installed]

KAlarm started working again, all options are no longer disabled and grayed/greyed out

Marking this bug report as resolved since it seems to be due to packaging or some other system issue. There have been no changes for some time to KAlarm which could have affected the availability of menu options.
