STEPS TO REPRODUCE
1. Open Dolphin
2. Right click on a file: Encrypt file

OBSERVED RESULT
If KGpg hasn't been used before, it opens a welcome dialog to create a new public/private key.

However, if started via the Context Menu in Dolphin, it additionally shows the dialog of public keys, which is however not useful, when there are obviously no existing keys at this point.

EXPECTED RESULT
Only the welcome dialog is shown.

Actually, even after having set up the initial welcome procedure of KGpg, there's still no key offered in the opened window, though kgpg claimed to create a new key pair.

Even after closing the public key window and to choose to encrypt again via the context menu, the public key window stays empty. To me this looks very broken.
