SUMMARY
When hovering over the Digital Clock to see the tooltip, the part showing seconds stays constant, and even when minutes change, the minute part changes as well, but the second part stays at :01.

However, when I set 'Show seconds' to 'Always', this problem goes away.

STEPS TO REPRODUCE
1. Set 'Show seconds' to 'Only in tooltip'
2. Hover over the Digital Clock widget on a panel

OBSERVED RESULT
The second part stays at :01 (or potentially some other value)

EXPECTED RESULT
The second part changes as seconds pass no matter the 'Show seconds' setting
