This suggests the problem is below any KDE code.
You say that it works on GNOME; is it in the same VM? If it is in the same VM, are you saying that the devices still don't show up in show up in lsusb, lsblk or udisksctl status, but do show in in GNOME GUI apps? That would be odd.
What I'm getting at here is that this doesn't seem like a KDE issue, as KDE isn't responsible for device drivers or block disks.
I'm also CCing a very smart person familiar with Redhat stuff who may know more.
