STEPS TO REPRODUCE
1. open Keyboard KCM
2. edit Delay or Rate by typing numbers
3. 

OBSERVED RESULT
"Apply" button remains grayed out

EXPECTED RESULT
"Apply" button should be activated

Maybe it's time for a KDE-specific spinbox subclass.
