SUMMARY
After scaling down an image to 40% or below, using the Transform effect, adding a second Transform automatically makes the image blurry.

STEPS TO REPRODUCE
1. Add Transform effect to image clip (on timeline).
2. Scale down to 50% (or 20% for more pronounced results).
3. Add a second Transform effect (leave it on default).

OBSERVED RESULT
Image automatically becomes blurry when the second transform is added.

EXPECTED RESULT
That the image retains it's quality (until changes are made to the second transform).

ADDITIONAL INFORMATION
The lower the scale percentage of the first Transform effect the more pronounce the blur is after adding the second Transform. This applies to videos as well.

This is also the case when using the built-in effects: scale down to 20%, add a Transform effect, and the image/frame in the project monitor  (set to 1:1) changes (loses details, becomes blurry). Tested with 24.12.0 on Pop!_OS 22.04 LTS.
