I went to install digiKam-8.5.0-Qt6-MacOS-arm64.pkg on a MacMini M4 and was told it needs to install Rosetta. This is an ARM pkg, so I didn't think Rosetta would be needed. Is this a bug?

It's not a bug.

We uses Package open source software to make the DMG. Sounds like Package is only compiled for Intel, not Arm64 :

Hum Package is an Universal application. There is a settings in the installer to build the DMG in the same way :

I tried the version 8.6.0 in a mac M4 and install perfectly without asking for Roseta.

I downloaded the pre-release, and it did not ask for Rosetta. And I *do not* have Rosetta installed.
