SUMMARY
KScreen 2 starutp background service prevent Display dpms power off feature working correctly.

STEPS TO REPRODUCE
type "LC_ALL=C systemsettings" from terminal
go to "power management"
check "Screen Energy Saving"
set "switch of after" as you like

EXPECTED RESULT
after configured minutes, display shound be turned off.

ACTUAL RESULT
The System attmpting to  switch off the display incompletely, after display seeminly powered off, display turn on immediately.

WORKAROUND
type "LC_ALL=C systemsettings" from terminal
go to "Start up and Shutdown"
then go to "Background Services"
check off "KScreen 2"

then problem will have gone away.

This is fixed in Plasma 6.
