SUMMARY

Add an option to avoid opening previously running applications on startup.

STEPS TO REPRODUCE
1. Start and application
2. Reboot phone

OBSERVED RESULT

See that application is running at startup

EXPECTED RESULT

Allow an option to not start applications at startup. This is similar to the Desktop KDE

The setting on Plasma Desktop is under "System Settings -> Session -> Desktop Session"

Session restore has now been disabled for mobile ( https://invent.kde.org/plasma/plasma-mobile/-/merge_requests/656 ) as there are other issues with it: if Dialer was open on logout it would restore on boot on top of the login screen making it impossible to log-in until Dialer was uninstalled via ssh and then restarted. Until this is fixed, session restore is disabled for mobile. I'll leave this open since having a setting for it (provided it works and doesn't soft lock the shell) would probably be nice to have.
