SUMMARY
I wanted to change system sounds for a different sound when changing volume and needed to temporarily enable notification souns

STEPS TO REPRODUCE
1. Change the volume, hear the old test sound
2. Try to change the sounds

OBSERVED RESULT
You first need to check "Enable notification sounds" to choose the system sounds to use another sound when changing volume. This might also affect sounds for alarm clocks and similar?

EXPECTED RESULT
A way to change the sounds that are still used when no notification sounds are enabled.

kcms/soundtheme: Allow setting theme with sounds disabled

There are cases where system sounds are played even when sounds are
disabled. For example when changing volume.

For that reason we should always allow changing the settings.
