SUMMARY
The cursor often does not change to the hand shape when hovering over a link. Weirdly enough, if you jiggle the cursor over the link a bit, it will sometimes properly change to the hand cursor, but not always. On rare occasions, it *will* properly change to the hand cursor. I can find no rhyme or reason behind it.

This is way more annoying than a mere description makes it seem, especially with how visually cluttered modern web "design" is.

STEPS TO REPRODUCE
1. Take your lovely pointy arrow cursor.
2. Hover it over a link.

OBSERVED RESULT
It remains a lovely pointy arrow cursor.

EXPECTED RESULT
It turns into the hand cursor.

I can confirm this on the Flatpak package of 24.08.3.
