Version:            (using KDE KDE 3.0.4)
Installed from:    RedHat RPMs
Compiler:          Red Hat 8.0/KDE 3.0.4 precompiled RPMs 
OS:          Linux

The following programs in KDE 3.0.4 on Redhat list as having help files, but when you click help, there isn't any.

keducation 
color chooser
Kompare
KBugBuster
kmessedwords

help from alarm daemon
returns an eror message in KDE help 
that says
'couldn't find filename
alarmdaemonctrl.html
in file /usr/share/doc/HTML/en/kcontrol/arlarmdaemonctrl.html

sound recorder
fax viewer
ksmile
KMahjongg
KAlarm

kletters is missing file
$KDEDIR/share/apps/klettres/level1.txt
and won't load up when you try to run it.

Also, kgeometry had some strange behavior on my machine.  It did not load up the first time or return any messages.
Relogging in later showed it added an icon to the KDE panel and worked thereafter.

This seems to have been a packaging issue, please take it up with your distribution 
if it's still in evidence.
