"The Target Milestone field is used to define when the engineer the bug is assigned to expects to fix it."

As a foreigner this is very hard to read. Wouldn't be better if it was:

"The Target Milestone field is used to define when the bug is expected to be fixed by the engineer."

Or better yet:
"The Target Milestone field is used to define when the bug is expected to be fixed according to the engineer."
