SUMMARY
Even though the document's pages are still horizontally much smaller than the window width, you get a horizontal scrollbar and can scroll left-right with the touchpad as well.

STEPS TO REPRODUCE
1. Open any pdf
2. Zoom in a little bit

EXPECTED RESULT
Scrolling only appears when the page zoom/width overflows the window width.

I realized that the end of the document has some pages that are horizontal while the rest is vertical, so I guess it's expected?

I am going to say yes, based that the point "1. Open any pdf" is not what is happening here.
