SUMMARY
When using the timer plasmoid without displaying seconds, adjusting the current time still adjusts using seconds, which makes the plasmoid seem non-responsive.

STEPS TO REPRODUCE
1. Set up timer plasmoid.
2. Set some time on it.
3. Disable "Show seconds" in configuration.
3. Scroll up or down over the current time.

OBSERVED RESULT
Timer appears non-responsive. You need to keep scrolling for a few seconds to actually get a noticeable change in time (because what's still happening is that you're adjusting seconds, but you can't see that).

EXPECTED RESULT
If I've disabled seconds, therefore I'm not interested in "interacting with" seconds. I expect the scroll to interact with what's actually on the screen, which is at least minutes.
IOW: one tick of the scroll should change what's actually on the screen. If the smallest time displayed is minutes, then one tick of the scrollwheel should change one minute up/down.
