SUMMARY
When bluetooth is configured to be disabled on login, it is enabled anyway.

STEPS TO REPRODUCE
1. Configure bluetooth to be disabled on login in the "Bluetooth" system settings page
2. Log out and back in again

OBSERVED RESULT
Bluetooth is enabled

EXPECTED RESULT
Bluetooth is disabled

Cannot reproduce, this works as expected for me.

It's possible there's a BIOS setting that controls the adapter power state that's overriding what we let you set in our UI. Can you check for that?

In the BIOS there's only an option to entirely enable or disable bluetooth. Didn't touch that option. If I can enable and disable bluetooth via the UI, why would a BIOS setting hinder anything to disable bluetooth on login?
