To my knowledge, there is no "automatic microphone sensitivity" feature in Plasma. Where are you seeing it? Based on what GNOME developers said the programs with automatic microphone sensitivity (most known as "Automatic gain control") seems to change the microphone volume slider on GNOME Shell and KDE Plasma. I see this when doing voice calls on Telegram Desktop and Discord.
