I've my HDMI as main output (from the USBC port) for video / sound settings. 
No matter the volume as used, when I'm unplugged / replugged the volume is back to 100%. 
It's something since 6.2.X, on 6.1.X the volume was memorized and reused on unplugged. 
The laptop volume is kept like before.


STEPS TO REPRODUCE
1. change the volume at 20% when your hdmi is connected  
2. unplugged your HDMI 
3. replugged  your HDMI
4. your volume will return to 100%
