SUMMARY
Since KDE 6.2.0 landed in Fedora 41 and Rawhide, our openQA tests are sometimes failing because some launchers are missing from the Favorites view in the panel.

STEPS TO REPRODUCE
1. Boot a clean Fedora 41 or Fedora 42 KDE install
2. Open the panel (Favorites should be the default view)
3. Check the visible launchers

EXPECTED RESULT
It should contain Firefox, Kontact, System Settings, Dolphin, KWrite, Konsole, and Discover

OBSERVED RESULT

SOFTWARE/OS VERSIONS
Current Fedora 41 or Rawhide (KDE 6.2.0)

ADDITIONAL INFORMATION
This doesn't *always* happen, in fact it usually doesn't. The failure rate seems to be about 10-20%. Sometimes some launchers are missing but the one we want is present, sometimes it's completely empty. This does *not* seem to be tied to the performance bug https://bugs.kde.org/493295 - it's still happening in current openQA tests even though they are pulling in the fix for that bug.

It's still happening frequently in openQA, I have to restart tests that fail on this two or three times per day (and that means they're failing much more often, as there's already one automatic retry of all failures). This may be tied to performance and/or virtualization somehow. I think I have seen it happen in local VM testing once or twice as well.

Yes. https://openqa.fedoraproject.org/tests/3382684#step/desktop_browser/27 is the bug happening on Rawhide, four days ago.

Just caught empty Favorites screen after i did:
$ kill -9 `ps -C plasmashell -o pid h`; plasmashell --replace
