STEPS TO REPRODUCE
1. open Kate
2. click in "Settings" menu and choose "Configure language..."
3. open "Primary language" menu
4. try to scroll the languages list down/up using the mouse wheel

OBSERVED RESULT
nothing happens. If we dismiss the languages menu by clicking outside it and then reopen it, it can be scrolled with the mouse wheel.

EXPECTED RESULT
we always can scroll the languages list with the mouse wheel
