SUMMARY
When adding widgets to newly created Application Menu Bar or Empty Panel, the widgets don't become visible until restarting Plasma.

STEPS TO REPRODUCE
1. Enter edit mode
2. Add Application Menu Bar
3. From the widgets list, drag & drop "Digital Clock" widget onto the new panel
4. If everything looks normal, delete the panel, re-login and try again

OBSERVED RESULT
"Add widgets" button appears on the panel and doesn't go away even after exiting the edit mode. The number of "Digital Clock" widgets is increased in the widgets list, but the actual widget is not visible on the screen.

EXPECTED RESULT
Widgets should become visible right after adding them to the panel. Not sure about the "Add Widgets" button, maybe it's a different bug.

Following your steps exactly on current git master, I can't reproduce it, which means it'll be fixed in Plasma 6.3.0, hooray!
