STEPS TO REPRODUCE
1. Go to https://bugs.kde.org/buglist.cgi?component=QtQuickControls&list_id=2867242&product=Breeze&resolution=---
2. Click on File a new bug in the "QtQuickControls" component of the "Breeze" product
3. 

OBSERVED RESULT

Component: Blank
QtQuickControls is not in drop down for component

Adding Plasma bugs list so a Plasma developer can comment on this, this may very well be intended behaviour.
