Moving cursor above tooltip prohibits highlighting next item bellow

When cursor highlights any item in tray system widget, its tooltip appears bellow, so if you move cursor above the tooltip to highlight the next item bellow, it will not be marked as highlighted until you move it a little.

Can reproduce. Ultimately this is the least troublesome location we've found for these tooltips. They've been in much more disruptive places in the past. Unsure what we can do to make this better in a technically feasible way.

Not sure there's anything we can do about this; it's simply how tooltips work everywhere.
