Thank you for the bug report! This looks a lot like the issue in bug 481977, which was a nvidia driver issue (or more specifically, with the libva-vdpau-driver in arch-based systems) which should have been fixed a while ago. What nvidia driver are you using? Can you try removing that package? (See also the linked bug report for more information) I uninstalled libva-vdpau-driver and Spectacle now works as intended.
