SUMMARY
If Title haven't explained what I mean, then check out the video I attached.

STEPS TO REPRODUCE
1. Go to /home folder
2. Right click to call Context Menu and select "Open as Administrator"
3. Authorize yourself
4. Select your user directory
5. Use Alt+Return to call "Properties" menu
6. Go to "Permissions" tab

OBSERVED RESULT
Group entry is locked, you can't select your group for folder to assign. Same goes for root / directory and other directories as well.

EXPECTED RESULT
It should work as it does in default mode.

Starting dolphin as root is bad practice and unsupported. 
For root operations please use kio-admin

Your "NOT A BUG" status had not resolved current issue in any manner. Otherwise please fill "Latest Commit" and "Version Fixed In" if it is fixed rather than hiding it.

Current issue it is related to kio-admin. For reproducing current bug "Administrative Actions" Context Menu must be enabled.

I think the problem isn't with kio-admin - its general to all remote protocols and can be seen with sshfs and fish as well (and others, but lets say that I don't expect ownership changes under CIFS to work well).
