SUMMARY
When a NFS share is mounted, and Dolphin is open on that NFS share, if the NFS share suddenly becomes unavailable this results in the panel freezing. Also Dolphin freezes but that would be another (less serious) bug, unless the bug can be traced to an underlying component.

STEPS TO REPRODUCE
1. Mount a NFS share (I have my NFS shares specified in fstab, but I use Dolphin to mount them)
2. Shutdown the NFS server
3. Try to interact with Dolphin / the panel, like clicking on the Dolphin icon in the panel.

OBSERVED RESULT
The panel freezes.

EXPECTED RESULT
The panel continues to work unaffected.

I tested this on 6.1.5 as well as git-master. While Dolphin itself becomes unresponsive when the nfs share goes away, the panel I launched it from remains responsive.

I can click the icon for Dolphin, and it minimizes and maximizes as normal even tho Dolphin itself is not responding. I can click other icons on the panel, and interact with it as normal

Thank you for the feedback! To be fair, I would not consider this a duplicate of the Dolphin bug, it would be more appropriate to mark it as "non reproducible". I don't remember which exact combination of circumstances triggered the issue of the freezing panel, but I may try next time I take down the network or the NAS for maintenance. Is there any specific log or troubleshooting procedure for such a circumstance?
