Video Demostration of the bug

SUMMARY
If you have a top floating panel, it causes unnecessary shifts when you maximize a window. Same effect is observed when you switch from one desktop with top panel in floating state to an adjacent desktop which has maximized windows and the top panel is in defloated state.

STEPS TO REPRODUCE
1.  Place an always visible, floating panel on the top edge of the screen.
2.  Open any application window that is unmaximized.
3.  Click on the maximize button of the application.

OBSERVED RESULT
Whenever an application window is maximized on the screen, it gets maximized before the floating panel defloats. Also the window is maximized with a larger height than it should be. Therefore, when the panel defloats, the maximized window then shrinks its height to fit properly. Both defloating of the panel and maximized window shrinking appear very gittery and disorienting in comparison to Plasma 5.27 release.

EXPECTED RESULT
The floating panel on top should defloat first, and the animation should look as smooth as it was in Plasma 5.27. Window maximization height should be fixed so that the application window shouldn't shift up and down. So basically performance parity in this case with Plasma 5.27.

ADDITIONAL INFORMATION

This bug showed up since the initial release of KDE Plasma 6.1. I wasn't present in KDE 5.27 for sure.
