SUMMARY
I use KDE Neon unstable edition with Plasma 6.2 dev. I have turned on restore session of Plasma. Usually I open couple terminal sessions (bash and mc) in konsole (couple tabs). Unfortunately after next login to Plasma I lost all session and get only one opened tab.

STEPS TO REPRODUCE
1. Set restore session in KDE/Plasma
2. Start konsole and open couple tabs, for example with bash
3. Restart your PC

OBSERVED RESULT
Only one tab in started konsole (with bash).

EXPECTED RESULT
Should be restored all opened tabs started before unlogin of Plasma.

In KDE/Plasma 5 restoring all tabs in konsole (X11 session) were restored. In KDE/Plasma 6 this stooped working.
It looks like some regression.

I can confirm this happens from time to time but not always. I'm not sure if it's actually a Konsole-related bug, maybe it's a wider KDE session save problem.

I am seeing the same thing with openSUSE Tumbleweed, after my last upgrade. FWIW Konsole was already at 24.02.2 and this functionality was still working. The upgrade that broke this functionality upgraded plasma from 6.2.2 to 6.2.3. It also broke dolphin session save / restore in a similar way.

This report is about Wayland. I think you may open new one report related to X11.

I think restore session in konsole didn't work from the very beginning in Wayland.
When I used X11, then all was fine, but when I move to Wayland then restore session in konsole stopped work. I think I moved to Wayland when version 6.1 was released and of course restore session of Plasma was missing then (I mean this prosthesis what recently was added in stable version and is still even in version coming from git).

Same happened here, an update from Fedora 39 to 40 (and that means from X11 to wayland) broke the session restore.

In addition to that I noticed that running "konsole --help-all" lists 
--session <session>                  Restores the application from an earlier session.
but running 
konsole --session  ~/.config/session/konsole_<numbers>
doesn't work and start with the default (but does not give any error so it does recognizes the command).
Also the options (from the view menu) "save tab layout" "load tab layout" don't work either.
