SUMMARY
Most icons in system tray often (but not always) flash once and return to unhovered state when hovered on. The issue affects many default icons (Audio Volume, Brightness and Colour) and  as well as many third party icons. 

STEPS TO REPRODUCE
1. Move mouse on top of a System Tray Icon, such as Audio Volume.

OBSERVED RESULT
Icon flashes and returns back to original state.

EXPECTED RESULT
Icon does not flash. Instead the hover effect is applied to the icon for as long as the mouse is on top of the icon.

ADDITIONAL INFORMATION
The bug may is possibly linked to 
 https://bugs.kde.org/show_bug.cgi?id=466357, except that I have only observed the flickering on mouse hover.
