SUMMARY
Either after putting the PC to sleep or after restarting, the desktop icons are reordered in a new fashion. This doesn't happen all the time, it's a random thing, but it happens quite often.

STEPS TO REPRODUCE
1. Have a number of desktop icons on the desktop, place them according to your liking (i.e. don't leave them at default positions)
2. put the PC to sleep (standby-mode)
3. turn it back on

OBSERVED RESULT

The desktop icons are put at the top of the screen in alphabetical order, as if the PC has started completely fresh (= first start after OS installation)


EXPECTED RESULT

The desktop icons are at the same place where I put them before I put the PC to sleep.

ADDITIONAL INFORMATION

As said, the observed behaviour is random. I also had it that after another restart suddenly the icons were again were I wanted them to be, after they had been placed at the top frame in alphabetical order.  
I am not sure if this belongs to plasma-wayland-protocols, but I don't have this problem using X, so I strongly suspect it be related to Wayland. And I searched but didn't find any similar bug report.

Probably it doesn't make much sense to comment, but I doubt if this is just a duplicate of the mentioned bug. There it happens under X11, here it happens under Wayland. There it is NVidia, here it is Radeon. Besides, what the other user reports seems to be totally different from what I am reporting. I don't have flicker or stripes or the like. And I never have seen a scroll bar.

I have two additional observations to report relating to my issue:
1. This occurred first time after I had installed a monitor with a higher resolution: until then it was 1920x1080, now it is 3840x2160.
2. It happens also if the monitor is darkened for power saving, without setting the PC into standby modus.
