Thanks for reporting this feature request! On Wayland, swiping up for an overview effect and swiping left/right for changing virtual desktops is already implemented. They use four fingers instead of three. (Swiping down currently shows the overview for all virtual desktops, instead of for one app) It is planned to make these user-configurable in the future; which should make binding them to three-finger gestures and having a single-app overview on swiping down possible.
