SUMMARY
None of the widgets on the top panel at the bottom of my screen are responding to clicks

STEPS TO REPRODUCE
1. Arrange the 2 monitors vertically 
2. Put a panel with system tray & global menu at the top section of the bottom screen
3. Click the widget

OBSERVED RESULT
The widgets in the top panel doesn't click.  
With window buttons and global menu on the panel, I noticed that they'd disappear, as if I clicked away from the app.

Bringing Plasma to edit mode, and out causes the widgets in the panel to respond again

EXPECTED RESULT
Widgets should respond regardless of the monitor or panel position

I'm currently trying to replicate it, but it seems to disappear if my window stops touching it.

right now, I'm just waiting for it to show up
