SUMMARY

Always visible left panel + dodge windows top panel = graphical (flickering / partly black) / size issues

STEPS TO REPRODUCE
1. Create a panel on the left of the display, set it to full size, centered, always visible
2. Create another panel on top of the display, set it to full size, centered, windows can dodge
3. Open krunner or enter panel edit mode

OBSERVED RESULT

The right side of the top panel flickers and (sometimes) turns black.
The top panel placement is a bit off (it is not placed on the absolute left but then its right side is wider than the screen)

EXPECTED RESULT

No flickering (like if I put both panels in "dodge windows" or if I put one panel on top and the other at the bottom of the display)

Standard Fedora on a Thinkpad T480s  (Intel 620)

ADDITIONAL INFORMATION

I tried removing some applets (especially on the top panel) but the problem remains. 

It disappear however when putting one panel on top and another one at the bottom. It also disappears if I put two panels in "dodge windows".

Thanks for KDE / Plasma. When we report that kind of buglets, it speaks volume for the quality of your work!!!

I suspect a bug in the Mesa Intel drivers. Moving to KWin for further triage.

That said, I have the same GPU on my ThinkPad (different model though) and I can't reproduce this issue myself with current git master.

Thanks for taking the time to test / triage.

One of these bugs that will sort itself out at some point.

So marking it as resolved while waiting for the next version to hit Fedora
