After updating linux to 6.10 I observer massive stuttering when GPU is almost 100% load
There is no issue in linux 6.9.9
There is no issue in KDE X11 session
There is no issue in Gnome Mutter Wayland

Downdrading KWin to 6.1.2/6.1.1/6.1.0 does not help

STEPS TO REPRODUCE
1. Update linux to 6.10 or newer
2. Launch some GPU-heavy game
3. Make sure GPU is about 97-100% load

OBSERVED RESULT
Stuttering

EXPECTED RESULT
Smooth fps

If the only difference is the kernel version, then this is a kernel regression. Please report it to https://gitlab.freedesktop.org/drm/amd/-/issues
