This has been fixed by a big refactor of floating panel code in Plasma 6.2. Thanks for reporting it! Glad I found this one already. However, I must point out that this bug also happens when you switch from one desktop with top panel in floating state to an adjacent desktop which has maximized windows and the top panel is in defloated state. I hope this issue was also spotted and corrected. I have filed another bug report with an attachment where you can see a video demonstration of the issue and see if its a duplicate or additional relevant info.
