Panels appearing above application dashboard

SUMMARY
Sometimes when opening the application dashboard, plasma panels appear on top of the dashboard instead of beneath it. This behavior consistently occurs:

* When all applications are minimized, and:
* After clicking an area of a panel that does not contain an interactable widget. (For instance, an expanding spacer)

The issue does not occur if :
* An application is not minimized, or
* You click on the desktop prior to opening the application dashboard

STEPS TO REPRODUCE
1. Minimize all windows
2. Click on an empty area of a panel
3. Open the application dashboard either by clicking the icon, or using the keyboard shortcut

OBSERVED RESULT
Plasma panels appear above the application dashboard (on the Z axis).

EXPECTED RESULT
Plasma panels appear below the application dashboard.
