SUMMARY

xdg-open must be a minimum version of 1.2.0 to include plama 6 support https://gitlab.freedesktop.org/xdg/xdg-utils/-/blob/master/ChangeLog#L118

Neon (24.04) does not contain an up to date version and uses Ubuntu Noble's 1.1.3

This causes many things to fail (eg: failure to open directories with xdg-open)

STEPS TO REPRODUCE
1. Run plasma neon
2. xdg-open anything
3. observe failures

OBSERVED RESULT

xdg-open fails


EXPECTED RESULT

xdg-open succeeds
