SUMMARY
When a Wacom Cintiq 22HD is connected to my PC via USB, plasma behaves as though the display is available, even when it it powered off.

STEPS TO REPRODUCE
1. Attach Cintiq to PC via USB
2. When powered off, attempt to send a window to the display using super + left/right key

OBSERVED RESULT
Windows can still be sent to the display

EXPECTED RESULT
Windows and the mouse pointer cannot be sent to the display when powered off.

Okay, the display still reports as being connected. This is quite common with for example TVs, and there's unfortunately nothing we can do about it :(
