SUMMARY
Putting a widget on the bottom of a side panel along with a top panel crops out said widget.

STEPS TO REPRODUCE
1. Create two panels, one on the top, one on either side of the screen
2. Add a widget to the side panel
3. Drag the widget to the bottom of the side panel
4. Exit edit mode

OBSERVED RESULT
The widget on the bottom of the side panel is cropped out because of to the top panel being present.

EXPECTED RESULT
The widget on the bottom of the side panel should not be cropped out and should fully show on the bottom of the screen.

Thank you for the bug report! I can reproduce the issue on master.

When you make the top panel large enough, the widget can be completely off-screen; but resizing the top panel also sometimes fixes the issue until you enter Panel Config mode for the side panel, when it gets pushed beyond the screen edges again.
