SUMMARY
When I try to open a panel while holding a file it does not appear.

STEPS TO REPRODUCE
1. Create a panel and set it's visibility is set to "Auto Hide" 
2. Try to open this panel while holding a file


OBSERVED RESULT
Panel does not appear

EXPECTED RESULT
Panel should appear

Linux/KDE Plasma:
