I noticed that the post about this bug on reddit was in the top 20 for this month, even among all the posts about the 6.1 release. This is annoying a lot of people. Accordingly I'll change this to 'confirmed' status since it's obviously not just me. Meanwhile, found another way to alter this behaviour: Mouse down on the task manager icon to initiate drag'n'drop moving it. Instead of dragging to another place on the same Task Manager like normal, drag the mouse onto your second display. Now drag it back to the Task Manger like normal, drop it like normal (mouse up) and everything works like normal. Grab another different icon from Task Manager, attempt to move it, and that icon you clicked on, is the one that moves. Like normal. In contrast: Mouse down on the task manager icon to initiate drag'n'drop moving it. Drag to another place on the same Task Manager like normal, drop it like normal (mouse up) and everything seems to have worked. Grab another different icon from Task Manager, attempt to move it, and that icon you clicked on, is NOT the one that moves. You're still moving the first icon you clicked, the one you already dropped. Again I suggest viewing the video from the reddit thread, as I can't record video to demonstrate, courtesy of bug 489434. Now that spectacle is fixed I can attach video. I used the 'Mouse Click Animation' kwin effect, so that you can see when I click - look for the red circles. This is an unmodified tumbleweed iso in a VM but it does this with any distro. Wayland session - this bug does not effect X11.
Note also the misplaced thumbnail/thumbnail of the wrong app during moves, and failure to activate a window when clicking its icon after moving one. Just a few other hints that the applet is confused.
